Council PCN - blue badge

Hi all - I've successfully fought two private PCNs from support on here in the last however yesterday I unexpectedly received one...
Took my mum out for her birthday.. she has terminal cancer and at the moment can't walk.. we couldn't get close to the venue as a car was getting clamped (city centre) so nearest I parked was attached.
I saw the parking suspension sign but this looked further up where bays were coned off. I thought it would be fine in a bay, especially with a valid blue badge. There was nowhere else to park near the venue.
Do I have any options to fight?
I thought blue badge allows any parking for 3 hours (even double yellows)

If it is council, you would be better off posting your query here: -Since we concentrate on parking charge notices from unregulated private parking companies, you would be better off taking this over to our friends on Pepipoo.com as they are the experts on council and police issues.You will need to sign up on Pepipoo with a non-Hotmail email address before reading the FAQs, then posting both sides of your PCN with your query.PrivateCouncilPolice1

There's no dates and times on the suspension notice so I think your appeal would win.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
