UKCPS parking charge

I received two PCNs last week from UKCPS, I own my apartment and was parked in my allocated space however I hadn't yet secured my permit disk to my new vehicle...
I tried to contest the charge explaining the situation but they rejected the appeal due to the fact the signage states that a permit should be displayed at all times.
Should I pay up to UKCPS or leave it and hope they don't go through small claims court?

Of course you shouldn't pay.
Plan A is always a complaint to the landowner/managing agent and your MP.
What does your lease/AST/property rental/ownership agreement say about parking, permits, PPCs, PCNs, paying unregulated PPPs, and court?

Complain to the landowner but totally ignore ukcps.
Ignore, until you move house when you MUST tell them and get ukcps and any laughable debt collector to ERASE the old address. Never leave them holding two.
