After all this time OP have you any idea of the landowners name who owns the field with electric fencing so you can help and direct the debt collectors to the right person .Its fairly easy to locate a land owner , makes you think that Scot Power can t be bothered to try that
The electric fences I ve seen whilst walking the fields have all been powered by 12 or 24 v batteries  and do not have a live connection feed  and if they are bumped into by sheep or cattle just give a mild electric shock. I ve grabbed them a few times over the years .

You might want to send a Subject Access Request to SP's Data Protection Officer asking for all the information they hold about you.
In particular, you need them to tell you why they think you are responsible for the payment of any bills for electricity consumed at another unrelated property.

How to send that SAR and the email address of their DPO can be found in their Privacy Policy. There is a link to SP's Privacy Policy at the foot of every page on their website.

There are strict time limits for their response.
Any failure of SP to meet their Data Protection obligations should be reported to the Information Commissioner's Office.

Fascinating to note that although SP state in their Privacy Policy that you can contact the ICO, and they give the ICO's web address, the web address given is not clickable - just to make it a little more difficult. How petty.
