Sister living in ex partners home after death

Hello my sister has been away for the weekend and has returned home(to the flat) to find they have changed the locks again. They are ignoring her phone calls and messages. All of her belongings are inside the property.theartfullodger said:

The occupant, partner of sister, was granted permission to live there by deceased partner.
Their wishes should be respected.
The estate/executors need to take them to court to evict them, not illegally harass and evict, both offences which can and have ended in imprisonment for unpleasant or otherwise owner.
