TFL PCN

I bought a car at 19:00 hours on 10/6/23. TFL sent me a PCN for non ULEZ payment for 10/6/23 at 09:00 hours. I disputed that I was not the keeper at the time and sent evidence of messages between myself and the seller at 18:00 stating I was coming to see the car. DVLA were informed of the transaction online on 11/6 as it closes at 19:00 so we couldn't do it online on 10/6. DVLA told TFL I was the registerred keeper on 10/6 but as they don't keep a record of times TFL still say i am liable to pay the fine. TfL wanted the full name of the person I bought the car from which I don't have (only 1st name and address, i know stupid of me to buy a car on Marketplace) and DVLA won't tell me this info but will tell TFL if they ask. Again I have disputed and have a London Tribunal hearing today, which I think will go TFLs way as I'm sure it always does. Any ideas what I can do as I was not responsible for the ULEZ charge so why should I have to pay it! Thanks

I suggest you try the Pepipoo forums as they deal with fines from authorities. We tend to deal with parking on private land issues.

Update, London Tribunals have agreed with me and not TFL and rightfully so as I was not responsible for the ULEZ charge. There is justice after all. Thanks
