If a business does not need to advertise and does not do any business transactions online then they do not a need an online presence and that is exactly what happens believe it or not. I have recently retired and when I was in business, my telephone book was the most precious document I had. If I had lost it I would lose many of my contacts as they had no online presence. They got their work by word of mouth. They had no need to hide their identity, except to prevent nusance callers. Would you get a franking machine if you did not post any letters? So why have an online presense if you do not need it.
In principle it makes sense however we are talking about the modern world now where you may decide you dont need an online presence so dont build a website but that doesn't stop other people posting about the great/terrible service they received from you etc. Look on various review sites etc there are tonnes of "unclaimed" businesses where Google and others have pieced together information
We dont currently have a website, but google the name of our company (non-dictionary word) and there are hundreds of webpages. Some clearly just replicating Company House data but others are different... one even has a glowing review (no idea who its from)
