Some will come in, knock things about without consulting an SE - Builders are not qualified to give an opinion whether something is structural. Yes, they may have the experience of working on similar properties and make inferences, but they will be long gone if/when cracks start to appear.If you can't afford to pay a structural engineer, you won't be able to afford to have the work done.
