Can the withdrawal age of a Junior Isa be moved from 18 to, eg, 22 or 25?
Also, can parents tie the withdrawal of funds to certain conditions? For instance, having started University at a certain age.

No and no. Once in a JISA the money belongs to the child and they have full control from the age of 16 and have the ability to withdraw from 18.1
