Bus Lane PCN - Never received 1st Letter - 2 months late

Hello All,
Sorry if this has already been covered.
I recently received a PCN for driving in bus lane. The offence date is 9th July.
The PCN from a London council says the penalty is £130 and states - ..."we previously issued a penalty charge notice"
However I never received anything before and this is the first letter I ever received.
While I do not disagree with the evidence, but my understanding is in the first 14 days I can pay 50% of the fine.
The letter makes no mention of a reduced penalty and rather says they previously issued me a PCN.
What are my options please ? Should I challenge?
This is the first ever PCN I have received and I am not sure of the process.

Check the Registered Keeper's address on the vehicle's Registration Document(V5c).
If that's out of date, it is possible that the London council wrote to an old address, and when receiving no response, they did a search for you and found your new address.

Thanks for your reply.No I have not moved recently. It has been 5+ years at my current address. I am the registered keeper.

I have just checked as I have a scanned copy of the V5C on my phone. The address is correct.Apologies, the letter from the council says it is an "Enforcement Notice" and it says we previously issued a penalty charge noticeThanks

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a Hotmail address won't work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:Read the sticky 'Read this before you post' as well as reading through some of the other threads there ahead of posting your own details, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.Please note, we are not a legal advice forum.
