Council didn't send Notice to Owner after appeal rejection

Hi all,
Hoping for a little experienced support here... first time I've wanted to take a PCN to tribunals, so maybe I've made a big error of process:
I got a ticket for parking in a residential street where the nearest sign on that side of the road was completely blocked by trees (still is 4 months later) and I mistakenly looked at the one clear as day right next to me on the other side of the road which said Mon-Fri and it was a sat. I got a ticket as the side I was on was Mon-Sat. £65 (14day discount) £130 total.
Anyway, I appealed with pics etc and it was rejected. In that letter they said:
""If you wish to take the matter further a Notice to Owner (NtO) will be sent to the registered
keeper of the vehicle in 28 days if no payment is made, you can then make a Formal
Representation after you receive this, I must advise you that at this stage the PCN will be at
the full charge."
... so I read this as wait 28 days and another letter will come and then you can escalate to the courts.
However, last week I received a letter stating that an additional charge has been added to the £130 - now £195.
I emailed saying I never received the NtO as per there letter, and their response was that they have sent this debt to Northampton debt collection.
It become very stressful and wondering what the hell is going on to be honest.
The missus says i should have just paid the £65

As we major on private parking tickets here, PePiPoo will be your best bet for council tickets. Register there but please note that a Hotmail address won't work - try using a throwaway Gmail account instead if you do have trouble registering, and post a new thread; here's your link:Read the sticky 'Read this before you post' as well as reading through some of the other threads there ahead of posting your own details, to get the hang of what information they need from you in your opening post - but as a minimum you will need to post redacted photos/scans of all correspondence you've received from the council (both sides, if appropriate), as they need to see all the small print.Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
