If the landlord owns both properties and has given the OK surely the other neighbour can go whistle?
Just show the neighbour the message from the landlord giving permission.
Fibre cables are very small but are not well protected
  • OOps I remember now, it was a dog poop issue that was a large part of this.  Did you ever put cheap solar lights in the back and return to letting your dog relieve itself in the back, rather than the front where the neighbours complained about it?

Problem is, however 'difficult' your downstairs neighbour is.., if there is no give and take between you at all, it will just keep being awkward when you could do with some agreement with your neighbour.

lol if you had seen my garden when I moved here.  It was a 25m2 sloped mud slab nothing would grow in.  Its now fenced,  paved, with lots of plants in it and I get compliments about it all the time.  I did wish I could have been given another property a couple of maisonettes up that was slabbed and fenced (and empty) but felt it was better to put energy into improving what I was given rather than negative feelings that would have gotten me nowhere.

I have mobility problems and it caused a lot of pain as I couldn't afford to get someone in to do it for me, but gritted my teeth and got it done.  The garden now makes me feel good. Having any garden was something not everyone gets with social housing so I consider myself lucky.  Concentrate on what you can do rather than what you can't or what someone else has or won't do.  Its just damaging to do otherwise.

The dog poop was just an excuse for them, she only really pooped once in "my" garden which is why their back and forth on it being communal or not communal is, they complained around easter about my garden being overgrown after as above saying multiple times they would cut it, then one day asked (more told me) to cut the grass as it was overgrown and I said I will get round to it, I was working that week and also looking to see if I could hire someone to cut grass or get a cheap/free mower rather than buy a mower that will only get used a few times a year. About a week passed and I heard them every day that week complain about my garden to everyone, even the postman about how it was a jungle and it all kicked off after one day he loudly called me a fat (swear word) and I had enough and went outside screaming at him and he threatened me.

What was even more annoying is that I was waiting on a delivery for a new mower and it was meant to arrive the day before that, since then I cut the grass every 2 weeks, I haven't done the edges as again he said he would do them as he has a petrol strimmer and the edges are mud and stones, well I have done them as best I could without destroying the mower and have heard him recently complain about not "weeding" after some branches came through from the field.

Oh and since the argument about dog mess around Valentines I have been taking dog to the field as she no longer likes going in there, not sure if she somehow knows which is a pain as the field is overgrown to the point the grass is a few feet tall and I was stung twice last week by wasps, got blisters on hand from being bitten by something, and other bites but its the only place puppy will go that isn't 10 minutes walk away.

Do you know where to get cheap fencing? I have 2 portions of used stuff and have permission to put one up but can't find 2 more pieces and some stumps (the real word eludes me right now) would be nice to sit in there with dog and read.
  • You are both tenants of the HA who own the building (presumably). They have told you to proceed - ask again by email just to protect yourself but then go ahead and if your neighbour says anything you can remind them that they don't own the building and the owner has given you premission. End of.
  • I now have email confirmation for the install from the HA.

I now have email confirmation for the install from the HA.
then go for it and the neighbour can moan and whinge as much as he like with no affect what so ever
Ensure you have the email copy for when the open reach contractor turns up in case the neighbour comes out and moans
