My friend did not understood the sign correctly as english not her first language and thought it is free after 6pm but when she return to the car after shopping,ticket was displayed on the windscreen

Is there any hope to appeal??

    Not on that basis no but that sign looks terribly faded. Maybe go and ask on Pepipoo forums as they specialise in council issued tickets.
