PCN from TFL

Hi, looking for some advice in the event someone has been faced with a situation i am in. On 18th May 2023 i entered into a congestion charge zone. At the time i didnt realise. I received a letter from TFL on 7th July 2023 advising that i needed to pay £270 because i didnt pay the fine from the letter dated 24th May. They said i had 14 days to pay it or i would receive summons and face a CCJ etc. I immediately challenged this online and explained that I didnt receive the initial letter from them. My car was photo's in a congestion charge zone and i would happily pay the £90 as i was clearly in the wrong, albeit unaware at the time. I received a response to my appeal and they said unless i can prove there was a strike or i had an illness or was on holiday the PCN still applied and i needed to pay the £270. I challenged again and I reiterated that i am prepared to pay the fine of £90 but not £270 as i never received the initial letter. I asked them send me a copy of the original letter and proof of postage their end. I checked the online tracking information on TFL and they apparently wrote to me again on 22nd August. I still have not received this correspondence so i wrote again and explained i can see that they wrote me on 22nd August but i never received this correspondence. I have contacted Royal Mail and asked them if there has been an issue with the service, i explained my predicament and asked them to comment further. I am worried as i dont want a CCJ but equally £270 is a lot of money, Has anyone every had this? is there anything else i can do? i have read that i need to wait for a letter from the TEC before i can submit a statutory declaration which i will do but its been going on for months. Either Royal Mail are losing the post or TFL arent sending them properly but its bizaare as i have received 2 out of 4 letters from them

    Have you moved recently?
    Check the Registered Keeper's address on the vehicle's Registration Document(V5c).

    If that's out of date, it is possible that TfL wrote to an old address, and when receiving no response, they did a search for you and found your new address.
    Perhaps they then 'forgot' they had a new address and reverted to using the old one.
