    I agree with Scot_39 that you MUST check that the meter allegedly relating to your flat actually does belong to it. It is quite common for meters to be listed with the plot number of the flat, and the actual postal address turns out to be different. If that happens, it will confuse everybody and it can be a major hassle to clear up. It took me two years.

    Insist on reading it yourself, never let anyone else do it for you, otherwise you may find yourself paying for much of the usage before you took possession.
