That's an interesting question. I see that the HA s registered as a "co-operative and community benefit society" and a "charitable registered provider".
In general, a charity might get into trouble if they charged you £10k less than they should - because they're essentially 'giving away' £10k of the charity's funds to you.
That £10k should be used for their charitable purposes - as opposed to 'given' to you.
(You might have seen in the news that the "Major Tom Foundation" is in trouble with the Charity Commission for possibly breaching charity laws by making inappropriate payments out of the charity's funds.)
But's that all just a guess - you can certainly put pressure on the HA, and see what happens.
