PCN received from NCP

Hi everyone, I wonder if I could ask for your help with this one. My daughter received a PCN in the post this week dated 21/8/23 for a parking offence which allegedly took place on 22/10/22
Now the first obvious error here is that it has taken 10 months for them to send this! Is that legal/acceptable she has not received any correspondence from NCP about this before, and this appears to be a “first” contact, which gives her 14 days to pay and have a reduced fine.
Not only this, but she has a transaction on her bank statement which shows she paid £9.30 which is the correct price for 3-24 hours. The PCN photos show she was there from 19.33 to 23.20 so she has paid the correct charge.
Obviously she needs to appeal, but on which basis should she appeal? That she paid (& send evidence) or that the PCN itself is out of time/unlawful? Or something else?

Obviously saying "it's non-POFA. I'm not liable and you'll lose at POPLA."
That's enough to win it as long as she doesn't tick 'DRIVER' and doesn't add her own story saying 'I did this/that'.
She could add the payment evidence as long as she doesn't write sentences blabbing about who was driving, so nothing like: "The PCN photos show I was there from 19.33 to 23.20 so I paid the correct charge."
NONONO!
"An occupant of the car paid in full and here's the proof" is fine to say, but the FIRST point must be the fact it's non-POFA.
She should also email the DVLA data complaint email and ask when they sold her data to NCP. There are grounds for complaint here (extra to appeal).
