Flat roof replacement

Hi all,
We've had a quote for replacing a single storey flat roof which works out at £250/sq m. They've included for replacing the underlying boards, fascias, flashing, 'treating joists' (but not repair as unknown if necessary) and waste removal, as well as the new EDPM covering. Is all this extra stuff sufficient to push the cost so far above the figure of around £110/sq m, that online info would suggest is the going rate for a flat roof? We're not in London, or any other city for that matter. The roof costs are only part of what we want to do, but would swallow the whole budget; but alternatives are in short supply, getting people even to reply, let alone quote, is problematic. Gratefull for any thoughts.
