When I try - I get an error message
What is <my name> Personal" and how do I run it ?
If I was half as smart as I think I am - I'd be twice as smart as I REALLY am.

That "personal" message wil be from OneDrive. (Personal cloud storage).

Try opening "paint" and then file open from inside the program

found this - maybe it will help
If you see this message it means that OneDrive is not sharing out the files and folders on your machine. If you take a look at the OneDrive icon in your task bar it will probably be paused or not running. You can un-pause it or re-run it to get your files and folders back.

Windows 11 update integrated onedrive into file explorer so it looks like your files are on the c drive when they are not.
If the folder where the jpeg files are in is called "<your name> - personal" then that is the onedrive folder and you need start/unpause/connect to the net to access them
From memory I believe there was also a recent update where file explorer now tells you where the file is located that you are trying to open2
