Parking Gate PCN

Hi all, just wondering if anyone has come across these "parking gate" PCN's before.
I work for this local authority and have worked in this area for the past 10 years and the camera is a new edition to the road - the idea is to stop traffic using the road as a shortcut but I have been using it for work as I am designated to work in two streets off of this stretch of road and it was on the understanding we could "enter and exit the same way we came". Obviously that isn't the case as you can only enter one way and leave that same way avoiding the cameras. I am expecting a lot more PCN's to come through, my department won't support me as we are a small unit so I have turned to MSE again for guidance.
How do I go about appealing this one?

A Penalty Charge Notice from Cardiff City Council.
We tend to deal with Parking Charge Notices from private parking companies.

That statement above doesn't make sense. "Entering and exiting the same way you came" is the same as "you can only enter one way and leave that same way".johnryder84 said:

Anyway, it is an authority-issued penalty notice which is best dealt with over on the Pepipoo forums.2
