Very annoyed at bad trip hazard

So it’s evening heading back from friends and in nearby town and I’m coming round turning leads to big supermarket, I’m cutting across which you can and as soon as you step off pavement some builders left a massive pole sticking out, I nearly went head first  on concrete lucky I didn’t but this annoys me so much more then anything. No idea who belongs too but it’s in right next to station/supermarket busy town and I have all photos. Who should I notice to about this is really disgusting you could have very nasty face injury if you fall over. Very sickening
