Energy Support Scheme appeal never reviewed

So, like a lot of people in a split flat house, my flat has a submeter. When the government said they were extending the energy support scheme to people in my situation, I applied to the scheme right away and was rejected just as quickly.

After contacting alternativefunding@ebss.beis.gov.uk, turns out my flat wasn't in their system and that they considered the house (which is split into four flats) as one property. Easy peasy, I just needed to send off my proof of address and the wait for the finding of the review. This was back in April.

After the confirmation of receipt of documents, I never heard from anyone. This week I have been informed the scheme is ending and my appeal will never be reviewed. I'm really at a loss as to what to do?

The agents at the scheme have basically shrugged me off, saying that it's just bad luck that the scheme is ending and that reviews take 20 working days. But I appealed and got confirmation of appeal back in April, yet received no further correspondence from them at all. Am I really just completely out of luck having slipped through system? 

Wondering if anyone has any idea who I can contact about this whole mess? Even if it's just to put in a formal complaint.
