Free Cavity Wall Insulation?

I've always been a believer that -
There's no such thing a free lunch.
We earn too much for grants and anything free.
However, someone popped by today from https://www.energy-won.co.uk/ asking us if we wanted free cavity wall insulation. He said that as our house is an EPG of D (he had some government website up) and we're council tax band A then we'd be able to get it free as part of a new push by the government to get homes greener.
He briefly mentioned loft insulation but they won't be able to do that as ours is stuffed full of junk and boarded over the insulation that was there anyway. If they wanted to do something on the underside of the roof, then if be interested but I don't think so.
Question is whether anyone else had heard about this? We literally have no money for anything like this so if it's not free we're not interested.
Although a family member did have a free electric car charger put on their house free. I was surprised about that.

Yes its true. I had my flat insulated. And loft insulated for free. Not once was i asked to pay. All they want to know if you have income less than £16000 per year i think it was,i showed proof and not charged a penny0

That's why we've never considered it before as imwe wouldn't have been eligible for the work to be done for free.
But the guy said this new scheme wasn't means tested like before so it's open to a lot more people.

I'm fairly sure that this now applies to any house in council tax band A to D and that household income is not taken into account. However, it only applies in certain postcode areas. You can get both cavity wall and roof insulation through this scheme and there are a few companies that offer it.0

I'm assuming this is council funded so check with your local council to confirm that this company is approved by them.

Whether it's free or not, people should read up on best practice for installation of cavity wall insulation and then make sure they are following it to avoid the kind of problems that some people have experienced.1
