I think you do need to get him to sit in the car................sit as opposed to drive out. Is there any chance of that?It's entirely possible that he really doesn't realise - or care. You need to know which is which.What type of road are you exiting onto? Even a B registered exit I thought was ok by the regs but I had to cut hedges for complete line of sight before I could put in a drive and they mumbled grumpily even then. That was Highways.I can see why your neighbour wanted the log store out front. Delivery straight in and done. I guess he's willing to take a risk of it being stolen overnight for the convenience.But I wonder what the regulation is for visability. It's going to take some real searching. If you can get into your Highways office (they don't like to be visited) or email them and see what they say. Seems each district has different rules.

Safety is paramount here. I have similar but not same situation and this has helped me focus more on this.
Mine is that i forward out off drive to turn right with bend in road to right but the house 4 houses to right on bend has brick pillars to their drive that blocks my view. But its the reversing into drive thats the biggest problem. Working on it but now see putting up mirror on other side of road needs permission.
Anyhow might be silly but if cant resolve in this for the moment maybe get hand held periscopes for about £10 ebay amazon etc. to hold for few seconds to get to edge of pavement for now.

You just need a conversation, we spoke to our neighbours when our kids were teens, along the lines of they are going to be learning to drive soon -shudder- we really need to improve sight lines. They were quite happy for us to prune the area nearest the road. Said they hadn’t realised because they drive higher cars. A couple of things that you might think about…
In the long run a taller car might give you the visibility you need.
In the short term you might be able to fix a camera somewhere at the front of the car that would give you a view down the road with very little of the car sticking out.No reliance should be placed on the above! Absolutely none, do you hear?0
