ParkingEye POPLA appeal issue

Hi there, im after some advice. Im trying appeal a parking charge issued to my mother inlaw incorrectly. However ParkingEye refuse to look at the appeal because its past the 28 day notification period and wont give me a 10 digit code to raise it with POPLA.
I totally understand why that 28 day limit exists but I feel my mother inlaw situation is exceptional, she was basically made homeless and spent a significant amount of time in the hospital so never recived any notifications / letters. She only got the letters as eventually someone else moved into her old home and gave post to a neighbour. Surely they can not expect a disabled homeless lady to be able to respond to letters sent to an address she no longer lived at?

Was your MiL the driver when the parking contravention allegedly occurred? As she is the RK, what address is going to be used to update the V5C logbook?
Is PE still the only party trying to get payment or have they passed it on to a debt collector? Usually, PE will not use a third party to sue for their money but recently, they have been using third party debt collectors ad solicitors to file claims on their behalf. This is usually because they don't think there is much hope of actually winning this if it ever went to court.
What is the location and the reason for the parking charge?
As per the advice in the Newbies/FAQ thread, have you tried Plan A? Complained to the landowner and asked your MiLs MP to intervene on her behalf?1 -
Thank you for the reply, She was the driver at the time, she had just moved into a new house sent off the forms to dvla that day and a friend treated her to a trip to mecca bingo, she wasn't told she had to put her reg number into the computer there.. she asked if she was parked OK with her blue badges and was told she was fine. She has proof she was a customer there, proof of being without a home, proof she sent off the dvla letter that day etc but PE won't even look at that.
So far parking eye is the only one who has been in touch the last letter from them was a letter before county court claim. She got all the letters at once.
I've not tried to contact the land owner / MP yet but I do plan to next Parking eye only replied to our appeal saying to late sorry no appeals a couple of hours ago.0 -

I managed to get the email address of the manager at Mecca and explained the situation and they have just emailed me saying they are very sorry and cancelled off the charge thanks for all the help and advice. I have emailed PE now to get confirmation that all is settled (forwarded on the managers response/confirmation). Thank you all for the advice.2

You could always use the PCN reference on their site as if you are going to pay (but obviously don't) and see if the amount owed is still showing. If cancelled, there won't be an amount showed as owing.2
