My last house had an access for neighbours. The original deeds from the late 1800s waffled on about the right and enjoyment to use hand propelled carts. My conveyancer at the time confirmed that 120 years later that would be interpreted as free access to come and go in order to enjoy the house - so they could bring bins, bicycles, motorcycles, wheel barrows, deliveries, etc along the path. They had access at all times, without the need for permission. I expect unless your deeds are explicit as bins only on one day a week (what about when the council change the dates at Christmas/Easter..?), you need to change some of your expectations.
If you don't like them walking past the window, perhaps you could install frosting to the lower part of the window - I assume its just looking over this path at the side anyway?2 -
Why would the police get involved? It's not a criminal matter. Also, do they not have better **** to do?Everything that is supposed to be in heaven is already here on earth.

Them removing hinges and locks from the gate is criminal it would be different if they didn't have a key and were simply gaining their legal access.
