I guesss there could be Lower rate jlp Cards, is there any known holders that can confirm if jlp may offer Lower rate in future if I apply for this Card.

    When it says   27.9% representative this means that at least 51% of customers get 27.9 or lower. Where did you see 39.9?
    That said, IMO even 15% is far too high price for borrowing money. Why are you concerned about the APR? After 0% ends, just pay your balance in full every month and you won't be charged any interest.
