Cannot verify a gmail account that I'm trying to create

Because of the need to separate different types of mail (financial, shopping, social etc) and also because I am receiving a lot of phishing scams to my hotmail account, I am trying to set-up several gmail accounts. I am given to understand that gmail allows the creation of up to five accounts for one user. Well I originally had one.
When setting up the second, I was prompted to enter a phone number to verify that I am not a robot. So I used my number and got a verification code by text, to complete the set-up.

When it came to creating the third account, I got a message saying that I had used this number too many times, so I used my wife's phone number instead.
When trying to create the fourth and using my wife's number, I again got the message saying that I had used the number too many times.
I don't have any more phone numbers and it would not be appropriate to use friends/relatives phone numbers. How can I set up a fourth gmail account?
I posted the above entry on the Google Account Community forum several days ago and so far have not received a reply. I find it most infuriating, that when it comes to needing assistance from businesses (and internet services seem particularly bad at this), they do not offer assistance at all.
Instead, behind the 'Help' option is a limited selection of very basic standard answers. For anything else more complex, they direct you to their user forum. In other words:
"Talk to the hand, because the face isn't listening"
I also tried again several days later, in case it might be a timing issue; no such luck there.
Has anyone here done what I am trying to do?

You could use this instead:The “Gmail + trick” can also be wrote as “Gmail plus trick”. This is a useful way to help you create unlimited accounts via a Gmail address. All you need to do is add a plus (+) and any combination of words or numbers after the letters before the @ symbol.

As to the question, from what I can see you *should* be able to use 4 accounts with 1 phone number, but you don't seem to be getting that option so I'm not sure what is going on here. Any reason why you need so many accounts?Retired at age 56 after having "light bulb moment" due to reading MSE and its forums. Have been converted to the "budget to zero" concept and use YNAB for all monthly budgeting and long term goals.2 -
Any particular reason why you want to stick with gmail accounts? I have throwaway accounts with a number of providers, but for the last couple of years I tend to go with gmx.com for new ones.

A phone number is not a requirement when creating Gmail accounts, just skip round the request.1

No, it does not have to be gmail, I just chose it because I already had one that I was not using.
Yes, I do need to give a phone number. After entering the chosen address name and password, it requires a phone number for verification and will not permit progress until I have entered one.
If nobody can answer my question, then I am not going to waste any more time.0 -
