One for gas, one for electric.
The meters being smart are irrelevant (currently, I can see a time when non-smart meters are penalised with higher standing charges maybe, but thats not happening anytime soon)

You have two different infrastructures supplying your house, hence two standing charges to support them.

Pedant warning.
The smart gas meter DOES NOT connect in anyway to the smart electricity meter. It connects to a secure communications hub that sits on top of the electricity meter. Data from the smart gas meter is passed to a Gas Proxy meter located within the comms hub via what is known as the Home Area Network (HAN): a Zigbee wifi network established by the communications hub.
