I have a 30+ year old (corded) B&D hammer drill (push button/digital display)
It lives in the garage (damp ?)
It does still work and has never failed me
Is it safe to use ?

Keep it somewhere warm and dry.
I have a Bosch hammer drill that I've had for over 30 years. Still going strong, and have only ever had to fit new brushes once. It also gets heavily abused sometimes (mixing ~20Kg of lime plaster yesterday).

Treasure the moments that you have. Savour them for as long as you can for they will never come back again.

My dad bought a 2000w Makita disk cutter nearly new in 1978. When needed it gets called into action, same safety precautions as any corded tool: always on a circuit breaker, cursory risk assessment of location and appropriate ppe. Unless there is a project ongoing all my tools are kept in the garage, they are stowed away in repurposed kitchen units so out of the air if that’s worth anything.

I would give it a thorough inspection.  Is the cord good?  Is the plug intact and not damaged?  Is the case of the drill in good order?  If all looks good, I would use it.
    If it sticks, force it.
If it breaks, well it wasn't working right anyway.
