Can SS force my step daughter to sign adoption papers before a hearing?
Not been in here for years. Life got hectic!

Pedant alert - it's could have, not could of.1 -
(I have covid foggy brain and a bit of a fever writing this so bare with me and apologies if I don’t make any sense).No if there is something not right it needs addressing in a court room and then placed in a court order. Always state if they try applying pressure say something like:
“I’m stating on record (pull out phone camera) you are not signing (or being pressured to sign as is in this meeting with you) until such you are either happy to agree to the contract, or you seek legal council, until then refrain from asking about this particular document, until I give you notice either via letter or via telephone or via court date please respect my right to be fully informed of what I am about to agree to”

Sometimes it is in the best interest of the child to be removed from an unsuitable home.1 -
An adoption only goes through when it has been heard at Court - there is no signing of adoption papers before hand.
What it may be is that Children's Services are looking at the child coming into care but whether this is 'voluntary' ie s21 of the children act or whether they get a care order for this to happen ie s31 of the children act.
