Does Windows 11 use a VPN ?

My new Windows 11 Laptop thinks that I am over 100 mile away from my true location and also believes that my ISP is Amazon rather than TalkTalk - When I check my IP address on line  !
Confirmed by Speedtest
How can this be ?
Is there a VPN built in to Windows 11 ?

If I was half as smart as I think I am - I'd be twice as smart as I REALLY am.

    No.
    IP address isn't a physical location, its just a connection.

    Speedtest claims I'm in Nottingham.  I'm not, I'm 60 (driving) miles away from Nottingham.

    The location is decided by where the ip is registered to. When I was with Zen my location always came up as Rochdale. Currently it shows as London. Both places nowhere near my actual location.
    The ISP shown is whoever the IP address is registered to. It looks like Talk Talk have taken a block of addresses previously registered to Amazon but records have not been updated
