SEG without a smart meter

I doubt it for a couple of reasons. One, the comms hub is a secure piece of kit managed by the DCC whereas meters are owned by Meter Asset Providers. Two, in the next few years, all Central and Southern region comms hubs are going to be replaced with 4G. The existing smart electricity meter will not have to be replaced.
However, things change and new technology comes along so who knows what the future might hold.
I suspect nothing will change in time to help @Reaper though.0 -

I assume you have no battery storage?0 -
With a battery, and assuming the installation was sized to match your demands, you might expect to export between a third and half of the energy you generate. So, with a typical 4kW system you might be exporting 1300-2000kWh a year. This is potentially worth £200-300 annually if sold on one of the better export tariffs.Of course you should look at your own numbers, but it's possible that you'd recoup the cost of moving your meter within a couple of years.N. Especially with solar and battery storage, there are all sorts of tariffs that are only available with a smart meter that will add to the savings.
With being paid for the export and saving on import costs the work could be paid for in a year or less.3
