URGENT HELP - CCBC stage

I have spent a lot of time reading on here. Thank you to all for the useful information. Sad to say in my case I am not sure whether I have grounds for appeal. Any advice greatly appreciated. Here goes..

I have received CCBC for unpaid Euro Car park PCN’s these are dated August 2020. At that time I was a key worker At my local NHS hospital. This was during lockdown, when most people were working from home. 

It was with my lease car at the time. 
I have submitted a AoS to bide time, however I’m not sure how to go about writing my defence. 

I am a key worker that was working full time as a midwife throughout the pandemic, most of the time parking was free and staff were exempt. I do not recall signs that gave specific details on free parking for staff members. We just reviewed trust emails that said we would have free parking I did not check on every shift if this was still the case. 

TIA for advice if you can

    Upon what date did you file an Acknowledgment of Service?
    Your MCOL Claim History will have the definitive answer to that.

    Well the BPA made a big thing about supporting NHS front-line workers  -  what exactly were the pcn's issued for?

In addition, the councils and communities across the country that have worked tirelessly to contain this unprecedented situation. We cannot thank them enough.

    As the UK emerges from a period of lockdown, the BPA and its members continue to focus their attention on doing the right thing to help the national emergency, using its expertise and resources in the most effective manner.

    Although the website has closed, many BPA members continue to provide free parking for NHS staff, In addition, some have repurposed car parks as distribution hubs for essential deliveries or for drive through COVID-19 testing centres; protected spaces allocated to NHS staff; monitored routes to and within hospitals and for food supplies to ensure that they are kept clear and safe.


    The national pass guidance was always intended to be temporary and, 14 months after its introduction, was withdrawn on 21 June 2021 and most local authorities no longer accept the paper parking passes. This brings the temporary national parking pass scheme to an end.    NHS staff continue to be eligible for free parking in hospital car parks.

    Issue date 2nd August 2023 claim form
    submitted AoS on 21st August. I believe it was the last day I could have submitted on MCOL

    Parking in the car park without a valid permit or pay and display ticket. Although I had a permit which wasn’t always valid as it was for set hours. As I mentioned the parking restrictions were lifted for a limited amount of time I’m just unsure what these were. It was 3 years ago..

    I have no idea why you left the filing of an Acknowledgment of Service so late. Anytime after 4th August would've achieved the same thing.

    With a Claim Issue Date of 2nd August, and having filed an Acknowledgment of Service in a timely manner, you have until 4pm on Monday 4th September 2023 to file your Defence.

    That's under two weeks away. Plenty of time to produce a Defence, but please don't leave it to the last minute.
    To create a Defence, and then file a Defence by email, look at the second post in the NEWBIES thread.
    Don't miss the deadline for filing a Defence.

    Do not try and file a Defence via the MoneyClaimOnline website. Once an Acknowledgment of Service has been filed, the MCOL website should be treated as 'read only'.
