Dropped kerb query

Would the council be prepared to drop my kerb even though i only have MOT down at the minute or will it need to be tarmac'd before hand?
Ive attached a photo of current state of drive. Ive tried talking to Dudley Council but they wont discuss and just want a non refundable fee to assess the job before commiting but im getting fed up with cars coming and parking ohtside my house and purposly blocking my cars in just because the curb isnt currently dropped

Only the council can answer this, so you need to bite the bullet and get them round. If there isnt any parking restrictions and the curb isnt dropped anyone can par outside your house2

Its £32 for a visit so not a massive amount.
Its just frustrating. You would think people would have enough common sense and common courtesy to not but they are parking right infront of cars and blatantly blocking them in. Doesnt help where the skip is to be honest but my hands were tied with that at the time...0 -
My opinion. As you appear to have one to your left and one to the right then I can't see them agreeing to joining up the 2 bits. You will probably have to accept that people are legally parking between the H's and there is nothing you can do.2

I understand your frustration about being blocked in.
We had something similar with a neighbour who went ahead, paved his front garden and parked his 3 cars on it despite there being parking in front of his house since is was built decades back. Because there was no restrictions and no alternatives as there was almost no off road parking in our neighbourhood people continued to park there blocking his cars. Unfortunately he contacted the council to complain about this and was then issued with a fine for driving over the pavement when there wasn't a dropped kerb. The OP is actually the one acting illegally by driving over a pavement which doesn't have a drop kerb. Those parking in front of a property without a drop kerb are not doing anything wrong. If the council decide the OP can't have a drop kerb for any reason they may also take steps to ensure the OP can't drive across the pavement. Near where I live the council installed bollards to prevent precisely this type of thing.

It's awkward to get the 1 car off if there are 2 cars on the drive. I do aim for the dropped bit if I'm honest but I just don't really want people parking outside my house anymore due to other issues with have with littering and being nosy.
I think ill just have to pay for the enquiry and see what they say i suppose. I just dont want them to come and spend 2 minutes looking at the drive to turn around and say no because it needs finishing. . . Its on the 2 do list but not a priority at the minute thats the problem.0 -
We have had people round here who have extended the white H line theirselves with paint to stop people parking and they've never had issues.1
