Gatwick Drop-off - PCN & Letter from BWLegal despite payment

Dear Forum,
I have read the Newbie sections but still have a query:
A PCN was received for stopping in the drop-off zone at Gatwick Airport.
£5 fee paid the same day.
PCN received from NCP saying no payment made.
After much toing and froing by email with NCP - they finally fine payment record.
In the meantime appeal period passes and letter sent by BWLegal requesting payment.
Send record of payment to BWLegal with email from NCP confirming payment.
BWLegal reply by email saying I have made a mistake and say there is no record of communication with NCP or of payment and as appeal period expired the fine of £170 remains due and owing.
Reading the site information - I trust I now just wait for a 'Letter of Claim' is that correct?

It just seems crazy and improper that the drop-off zone is used, and paid for, and then one gets penalised for no good reason, and drawn into this circus, and has all this heartache and trying to defend oneself because of the failures of the system!

    Yes wait for the LBC.

    Did you visit twice or take a wrong turn and drove through twice?  That's what I suspect.

    When you get the LBC search the forum for:

    robust LBC arkell pressdram

    and add to your robust response that you have already evidenced that you did pay the £5 in good time, and if they proceed, you will counterclaim for £300 for damages for DPA 2018 data misuse and harassment for a debt that is not owed (Ferguson v British Gas applies).
