Parking charge notice not received.

Hello. Hoping for some advice.

we recently received a letter from DRP requesting payment for £170 for an unpaid parking charge from Initial Parking. At no point have we received the parking charge notice. It relates to early July. 

I have checked details on the V5 and all is correct. 

I have contacted Initial and they have sent the PCN.

I have explained that the PCN was not received and they are refusing to budge saying they sent it within 3 days and it is up to me to prove non-receipt. How do you do that? 

I am unable to appeal or pay a reduced charge. I have asked them to forward a proof of postage for the PCN.

I understand from my mother who was driving that she paid before exiting the car park but we have no evidence of this.

    Send them a photo of your letterbox with nothing in it and tell them there you are irrefutable proof!

    Thanks. Just remembered I’ve got a video doorbell 🤦‍♂️. Only one letter delivered the following week, a Barclaycard statement, everything else was parcels.

    Send your video evidence to DRP and tell them you will be complaining to Initial and then to the BPA, because you have evidence that no PCN arrived.
