Underfloor heating quote

hi all, I was just wondering what the hive mind thinks about this quote -£120 per square meter for installing underfloor heating. The total quote for fitting underfloor heating(without materials or screeding) is around £10k. If we need the floor screeded then it’s about another £5k on top of that. 
I am in central Scotland. I think it’s quite a high labour cost! 

Our predicament is that we are having trouble even finding people who are wanting to come out and quote for the work so we were pleased that this plumber seemed to want the job, but this seems high!

    I forgot to add, this is for wet underfloor heating.

    I’m not sure, the quote just mentions that the pipes can be fitted to insulated boards so the floor doesn’t need to be screeded. The total area is about 70
    meter squared so a big space!
