PCN due to overstaying

Hi, PCN was issued due to overstayed (paid duration) in private land for. Overstay duration is 23 minutes.
My defence is
1. there is no option to pay for less than one hour on machine. Min one hour
2. Someone's vehicle was broke down on the only exist so could not exit. Cameras are installed at enterence to record in and out timing.
I only have pay and display ticket as support.

Kindly advise if these are strong points to win and any suggestions will be appreciated.

    What does the fact that there is no option to pay for less than one hour have to do with an overstay?  When you do an appeal and/or later a defence, it is important to use correct spelling/grammar.  Having the ticket is good evidence if it shows you paid for one hour and tried to leave before that time was reached.

    @Umkomaas it is UKPC. Letter states in and out times.

    @Le_Kirk thanks for suggestion. I was trying to say that UKPC sent me PCN for over staying for 23 minutes but there was no option to pay for 23 minutes. Machine only allows to pay for at least one hour so can this be my strong defence?

    No it can not be.

    This is your appeal point and if this other vehicle was blocking the entrance then their cameras will show that no-one left at that time:

    "Someone's vehicle was broke down on the only exit so could not exit".

    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    @pdel61 thank you. So in this case how can someone pay for 23 minutes when there I minimum 1 hour payment is taken? Just trying to understand.

    I must be missing something here.

    If the minimum payment is that which allows one hour of parking, then that is what you must pay - even if you stay for just 23 minutes.

    What have I missed?

    You just can't, you can only pay for the minimum time over and above the time you need. So if the minimum is for 1 hour you pay for one hour, even if you only use 23 minutes.
