SIP car park - penalty fine at hospital

Parked for 62 minutes at a SIP car park at an Oxford hospital

Both machines within the car park were out of order (I forgot to take a photo!). The main one said "This machine is buggered. Use machine by exit barrier"

I walked over the exit barrier to find an out of order sign on that machine also and the exit barrier raised permanently

I left the car park and have now received a penalty notice from SIP

Presumably, if there is no method of taking payment, I can contest the fine?

    Is this car park an actual hospital car park, if so contact PALS, tell them what happened and get them to cancel the parking charge?

    If it is a private car park adjacent to the hospital, complain to the landowner, and ask them to get it cancelled. 

    If no joy with either approach, refer to the NEWBIES FAQ Announcement, first post, for guidance on other ways to fight a private parking charge.

    A PPC's usual reply in their scam tactics is to state that if you couldn't pay you shouldn't stay, but in the case of a hospital they would be on a sticky wicket this is a prime case for a complaint to PALS and take it further if they are no help.
    If this is The John Radcliffe or Churchill hospital they have a transport department that handles parking complaints, they use ANPR so in reality the barriers are surplus to requirements anyway.

    Odd, the last time I went to the Churchill there were no payment machines it's all online or by phone and you have 24 hours after leaving to pay.

    @mikepoole -  does the parking charge notice show charge as £50 with a reduction if paid within 14 days. If so what is the reduction amount?
