Wrong car reg... Old car was scrapped

My mother parked and used Justpark to pay but then clicked her old car and paid.
When she checked later she noticed it and then paid for the right car but this was about 1.5hrs later.
Anyway she got a fine and we appealed it and they refused it but offered her to only pay £20.
My question is she spent £9 on parking that day to then get a fine. Can we claim that money back? Surely we should get a refund? Otherwise we have paid £29 in total.

She didn't get a fine it's an invoice.This is classed as a major keying error and £20 is the BPA COP amount quoted you can't claim anything back the landowner gets the parking fee £9 the PPC gets the £20 claimed to be admin fees so they are different charges to different companies.It's your choice pay it or go through the motions all documented in the newbies start here thread on the first page of this forum.It's up to you what you do but losing may cost a lot more, it depends on who the PPC is if you tell us the regulars will tell you more.2

I'd ignore them.
Or send them a cheque for £11 (with a covering letter) snail mail, and they'll return it uncashed. Basically gives them no cause of action to pursue.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
