Not all investments go up in value.  Promised 8% return?  They are lying.

It's really important not to confuse these 2 very different things:
    • 1) Holiday Lodges, holiday caravans etc as an investment
    • 2) An "investment scheme" that the OP has found, that somebody has set up, that involves holiday lodges

"Investment Schemes" like these can sometimes be set up by very dodgy people. Last week they were persuading people to buy overpriced double glazing, using smooth sales patter.

This week they have invented an "investment scheme", and they are using the same smooth sales patter to sell it.

The main goal is to earn eye-wateringly high up-front sales commission. They are not regulated, they don't really care if the "investment scheme" is viable as long as they get their commission. And often the scheme isn't viable.
