Use all the points available to you from the third post of the NEWBIES. Your point 1 will be non-PoFA compliant NTH based on your initial appeal, but specifically state that PE failed to comply with paras 13 and 14 of the PoFA as they did not supply copies of the documents required by those paragraphs.
Your other points will include,
Not the landowner
No standing to issue charges in their own name
Inadequate signage
Any BPA CoP failures

I've partially completed my popla draft, however since i am bad with words i am unable to describe with the photos.
I believe i have to included images so i had to travel to the location to snap some photos, now i don't know where to include it in my appeal.

Clearly PE knew you were a taxi doing your job.
No one could blame a taxi firm who blacklisted a hotel .... the customers could blame the hotel though

You should have a separate point about Predatory Positioning of ANPR Scameras, and a point that loading/unloading (of goods and/or passengers) is not parking as determined in Jopson v Homueguard, case number B9GF0A9E.
Landowner complaints are always the best way to get a PCN killed off. Go as high up as you can to the hotel manager and/or hotel/hotel chain CEO.
A formal letter from the head of your company to the manager/CEO that the hotel will be blacklisted if this isn't cancelled, and if other taxis are similarly ticketed wouldn't hurt.
Contact other taxi/private hire companies to warn them as well.
This doesn't affect your point 1. Do a forum search for other hire or lease PoPLA appeals.

I've only skim read it, but it looks okay except perhaps you could do to expand on point 5 about the positioning of the ANPR scameras. Highlight the fact that a vehicle can pick up/drop off passengers and luggage in the lobby area but not enter the car park, yet still be caught on the ANPR system without actually parking.
This positioning of the scameras is a predatory tactic, and obtaining the personal data of motorists from the DVLA who have not parked and not breached the parking terms is a data breach.
