Garage told me work had been done prior to sale but it hasn't..

I recently (last week) bought a second hand car from a trader. Before even going to see it I enquired (via email) if the water pump and timing belt had been changed and I was told it had been.
I went to see the car, all good, picked it up a few days later.
I get home and as you do start going through all the Invoices and mots in the folder... But find nothing relating to the belt and water pump change.
Ive emailed the garage (they ignored the first email!) to enquire what's the situation about it and I've been told they had two similar cars in so need to check the other service book (???).
I've yet to hear anything back, and this could all be an honest mistake by a busy dealer with a lot of cars.
However I have it in writting (email) from them confirming the belt and pump were changed - so in my eyes they should either refund the cost of me getting it done OR get it done themselves at their cost.
Just want to know where I stand in case things start getting a bit tense.

reporting them to trading standards? or at least threaten to do so if they've "lied" about the work that's been done.
