    A sticker on the board indicates a socket safety test was c/o in 2008 when the meter was fitted, but that's 15 yrs ago now..

    Means nothing - they will only have been verifying polarity, and possibly (though not probably) Earth fault loop impedance at that point.

    All I can say to you is that putting it off isn't going to make it any cheaper. On the face of it (without any information) it seems a very fair price - in fact quite cheap if anything.

    When I was having building work done the electrician noticed that I had similar.  it looked like some time in the 70s a dodgy electrician had put pretend earths in but the wires were not connected to anything.  Ended up having to have it all channeled out and redone

    Is that with them having to work around you living in the house?  It may be cheaper if you move out for a while.
    If it sticks, force it.
    If it breaks, well it wasn't working right anyway.
