Our nextdoor neighbour has left water in paddling pool for months
and it is not far from our garden door. We now have small black flies in our house. Could it be that. Mind you the whole garden is a tip and overgrown but we are getting on in life and do not want to complain.

I would say yes. I got rid of all my water barrels 2 years ago due to black flies, and not had the problem since.0
