PCN on leased car

I have a car lease with Volkswagen. On the 03/08/23 I received a letter from Volkswagen informing me that they received a PCN from Parking Control Management for an offense on the 21/07/23.
The letter states that Volkswagen have given my details to the relevant authority transferring liability of this offense to me, and that the authority will now contact me. I have yet to receive anything from Parking Control Management.
The PCN sent by Parking Control Management to Volkswagen says:
"Postal Notification of Parking Charge to Keeper".
Is the template by Edna Basher the way to go for this situation?

Do I have to worry about Volkswagen paying the fine themselves as the letter also mentions the following:
"In the event we receive a second notification from a Private Parking Operator for the same offence, we will pay the outstanding amount and recharge this amount to you".
Appreciate any advice, cheers.

STOP do not contact the hire company until you can be sure of using the correct terms.
No Offence has taken place
This is not a fine or a penalty
You must never refer to it as such with the hire company
You must always refer to the parking company as being un regulated, ie the un regulated company parking control management.
Why did the vehicle receive a parking charge notice?
Was this parked in your own space with no permit?
If it's your own space, then why do you need to seek permission from the landowner, ie you, by means of showing a permit, for something you already (more than likely) have permission to do?

Reply to VW telling them you DO NOT accept them paying it later, if ex-wheelclampers send a speculative 2nd letter to them. Tell them you will be appealing when you get your Notice to Hirer and VW's interest in the matter is over even if another letter arrives from this Watchdog-exposed 'rogue' operator.
You have to wait for your NTH.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

You may want to inform VWFS that what they have forwarded to you and transferred liability for is NOT a "fine" and was not received from any "authority". It is a speculative invoice for an alleged breach of contract from an unregulated private parking company. Therefore, as they have transferred liability for the private invoice, should they decide to pay it, you will be disputing it, all the way to court if necessary.
Once you receive the NtH from PCM, you can use the Edna Basher template to appeal as the hirer. You do not, under any circumstances, appeal as the driver.2
