Who is responsible for the wall?

The below is a wall in the alleyway which separates gardens from our road from gardens on the next street to us.

The wall is pretty long the  picture below is of just  the part of the wall which is opposite my garden, it looks like is cracking badly.

Is this council responsible to fix such walls?

    This wall is between your garden and someone else's garden?

    What does your deeds map show as the edge of your boundary (often marked in red)?

    If the wall is in an alleyway, and borders somebody else's garden, then it is likely to be that home owners responsibility. If it borders yours, then it is probably your responsibility. Councils are usually responsible for maintaining the alleyway surface and general cleanliness if it is a public alleyway. Your deeds should confirm, but that's my general experience.

    Did the council build the houses on both streets?

    Does the wall stand on a change in ground level - i.e. is it a retaining wall?

    Can you post some better pictures of the plants that appear to be growing through the wall.

    Yes all council built properties
    So the alleyway could be the responsibility of the council housing department, but the walls could be the responsibility of the owners of the properties if they have been sold, and if responsibility was transferred as part of the sale.  Check the deeds if they have been sold.

    Repairing the wall might be complicated if that plant - as it appears to be - does turn out to be Japanese Knotweed.

    It looks like it's been repaired or seemingly rebuilt at some time with the new brick work at the front of the picture - and/or - someone has been taken with the time to plaster the second bit of wall. The two walls are differently finished.
    It would be useful to know what's happened there and when

    Is that a metal brace across the top of the alley or rope, and what does it do?
