Hello,
we are slowly renovating a property which was last decorated (according to the last owner) 20 years ago!
The walls have been painted in vinyl, normally we paint with Matt Emulsion but we were told by a family member we would need to lightly sand the existing vinyl paint before painting over with Matt emulsion.

We have since pondered whether we would still have to sand down the walls if we used vinyl paint? I.e new vinyl paint over the existing.
We’ve actually found the vinyl paint a god send as it seems much more forgiving when it comes to wiping off marks and grubby fingerprints etc.
We’ve never used vinyl so haven’t got a clue if you can just paint over the top of it like you can with Matt emulsion.

When decorating, preparation is everything. Personally I'd always give it a light sanding before overpainting, whatever sort of paint you're using. It doesn't need to be to much hard work, just a light going-over with fine grit to give the new paint a key, wash it down and Bob's your mother's brother.
