Water flow and pressure in a flat

Hello Everyone!

I own a flat on the 4th floor of the building.

Since past few months, water pressure in my flat is very very low. It is practically impossible to take a shower. I have contacted the property management company to check the external plumbing, as there's no change inside the flat. They aren't helpful at all.

It is all the taps, from sinks to showers to kitchen sink.
When I turn the tap on, it has good pressure, but the pressure reduces to very very low in 3-5 seconds.

Any idea what might be defective? Where do I start given the management company is least bothered to help investigate.

Thanks in advance
Aj

Are the neighbours having similar problems? Have you contacted the water company? Could be a leak which nobody has reported yet.

Neighbours do not have this problem.
I haven't contacted the water company - this looks like a good place to start. Thank you.
Leak - possibly yes, but prop management company isn't helping with identifying :(

Aj, what type of boiler/heating system do you have? Gas-powered? Combi? Hot cylinder? Where does your water supply come from - a tank on the roof, or direct from the mains? Where is your 'mains' stopcock?

It's an electric only property, so there's a electric boiler, with a storage tank on the same floor.
The water supply comes directly from the mains.
There's one mains inside the flat, right next to the boiler. It is fully open.
There's another stopcock, I believe somewhere else in the building, in the water meter room.

Do you have a cold water header tank? If you turn the stop off, do the tapes continue to run?

Do ALL the taps have poor pressure? We have a header tank which  needs a pump to get any sort of pressure into the taps that feeds - the kitchen cold tap and the shower are mains fed and both get excellent pressure. When the water pump goes kaput (see "right now" for this) we get little more than a trickle from the hot taps and the bathroom cold, and also to the toilet fill. Mr EH will be replacing the pump this weekend...I will neve have appreciated the phrase "hot & cold running water" more!
