Getting quote for an insurance job, do I always need to have a set fee listed in the quote?

Options
I am claiming on our landlords insurance and going through the management company.
It's just for some new skirting boards and thresholds.
The management company has told me to get 2 quotes for the work and then they will present to the insurance company before accepting one.

Most of the handymen I am contacting are only quoting by the hour and wont give a set fee. 
Do insurance companies accept these kind of quotes as the final amount can vary? Or do i have to push for a set fee quote?

I've tried asking the management company but they are so slow at replying so I'd rather just get things as right as possible to make this smooth and less fuss. (and I have never done an insurance quote before).

    Insurers will accept an estimate but if it's by the hour the estimate should include the number of hours required.
